This retirement does not apply to the OpenAI API.' The same page states the date twice more, and the third statement is narrower than the first — the deprecation list scopes it to 'Codex with ChatGPT sign-in'. The page also still writes an August 31 retirement in the future tense, more than two weeks after that date passed. This desk has filed a calendar row for October 14; the instrument is the page's own words, not whether a call succeeds.
