    A federal program let state housing agencies insure their own affordable-housing loans, backing 93,670 rental units in a decade. HUD says it has had no claim since 2014, and has never done an on-site review of the agencies, citing resources.

    GAO's report of September 15 describes HUD's multifamily risk-sharing program, in which state and local housing finance agencies underwrite affordable-housing loans that FHA insures, sharing between 10 and 90 percent of any loss. From 2016 through 2025 the agencies wrote more than $12 billion of insured loans, financing 776 projects and about 93,670 rental units, roughly 7 percent of the units across the FHA multifamily programs GAO compared. Three states account for about two-thirds of the lending. HUD officials told GAO there have been no claims on risk-sharing loans since 2014, and that HUD has not conducted on-site reviews of the agencies because of resource constraints, unlike the private lenders in its traditional program, who face a full review every three years. The governing handbook dates from 1995. GAO makes no recommendations, and HUD and Treasury sent no comments.
